Jimmy Carter's most dramatic hour in uniform came seven years after the Second World War ended. A 1946 Naval Academy graduate who had entered as a midshipman during the war, he joined the Navy's new nuclear-submarine program under Admiral Hyman Rickover. In December 1952 the NRX research reactor at Chalk River, Ontario, suffered a partial meltdown, and Carter led one of the American teams sent to help take the damaged core apart. Radiation was so intense that each man could work only seconds at a time before reaching his exposure limit — descending to the reactor in relays, doing a small piece of the job, and climbing back out. A Seawolf-class submarine, SSN-23, now bears his name.

The figure presents him in Navy officer khaki service dress with the peaked cap, standing at ease with hands clasped. He fits a "future presidents in uniform" display: group him with fellow naval officers Richard Nixon, John F. Kennedy, and George H.W. Bush.
