The 146th New York's regimental flag carries the name "Halleck's Infantry" because Major General Henry W. Halleck was born in their county. Halleck — by the time the 146th NY mustered into Federal service in October 1862, the General-in-Chief of all Union armies — was a native of Westernville in Oneida County, the same county that raised the regiment. The local-son connection mattered. Halleck was a West Point graduate, the author of Elements of Military Art and Science (the standard American military textbook before the war), a brilliant administrator, and an ineffective field commander whom Grant eventually replaced. The 146th NY's flag honored what Halleck was at his best: the Oneida County boy who had risen to command the United States Army.

This W. Britain figure depicts a 146th New York Zouave color bearer in the regiment's French-pattern Zouave kit — red fez with yellow tassel, sky-blue jacket trimmed in yellow braid, red waist sash with belt and brass U.S. buckle, baggy sky-blue trousers, white gaiters above black shoes — carrying the regiment's distinctive blue silk regimental flag with the gold-embroidered "Halleck's Infantry" inscription, eagle and shield, and gold-cord fringe. The figure is the visual centerpiece of any 146th NY diorama, the colors that gave the regiment its formation marker on every field they fought. Pair this figure with 146th NY Zouave Standing Firing No.1, the regiment's firing companion; with 146th NY Zouave Drummer for the marching column; or with Lt. Gen. Ulysses S. Grant, the commanding general who replaced Halleck himself in March 1864.
